Typhoon "Frank" Heads for Bicol

Update as of 5 pm: Typhoon "FRANK" has made landfall over Eastern Samar and is now heading towards Bicol region.

Strength: Maximum sustained winds of 140 kph near the center
and gustiness of up to 170 kph
